Deborah Polk is a member of the firm’s Business Services Group. She concentrates her practice in the areas of public law and finance with an emphasis on economic development incentives, bond counsel services, and real estate development. Deborah represents municipalities, special vehicle political subdivisions, such as transportation development districts and community improvement districts, and developers.
Deborah has extensive experience in tax increment financing, neighborhood improvement districts, Chapter 100 transactions and other economic development incentives. Her experience also includes structuring and implementing public-private redevelopment projects.
Deborah has substantial experience as bond counsel in bond issues for cities and other political subdivisions, involving both public and private placements. She also serves as issuer’s counsel, underwriter’s counsel and borrower’s counsel in public finance transactions.
