A member of the firm’s Public Finance practice group, Sam Sheppard acts as bond counsel, issuer’s counsel, underwriter’s counsel, disclosure counsel, developer’s counsel, and bank counsel. She deals most often in municipal bond work, but also handles projects concerning development and financing incentives, redevelopment, tax increments, Transportation Development District (TDD), and Community Improvement District (CID).
Serving as counsel to municipalities, small manufacturers, non-profit organizations, investment banking firms, and banks, Sam assists in structuring deals to finance cash flow borrowings, infrastructure projects, redevelopment projects, and other projects. Her familiarity and experience with federal, state, and local administration enables her to guide clients through tax-exempt financing transactions, from initial structuring to closing, funding, and construction of the project.
Sam’s work has resulted in the financing or refinancing of public-private projects including hospitals, educational facilities, convention centers, and other public buildings; business parks and other commercial projects; and transportation, water, sewer, and other public infrastructure projects. She also guides in a host of residential, commercial, and retail redevelopment projects using a combination of traditional real estate and land use with state and local incentive financing.
