Rachel Orr is an associate attorney in the Financial and Real Estate Services group. Her practice primarily focuses on municipal finance transactions, including all issues related to the federal tax aspects of tax-exempt bond issuances. Rachel counsels companies, municipalities and other organizations throughout the financing process, handles due diligence matters and IRS filings and controversy.

She has experience with transactions involving development and financing incentives, redevelopment, qualified opportunity funds, tax credits, tax increment financing and special purpose districts. Rachel assists clients in complying with post-issuance tax requirements, including those related to arbitrage rebate, use of bond proceeds, and monitoring the use of financed assets. She also has extensive experience with municipal debt transactions, including both single- and multi-family housing bonds, qualified tax credit bonds, qualified 501(c)(3) bonds, variable rate healthcare revenue bonds, leasing and direct lending transactions, and small-issue manufacturing bonds.

Before joining Armstrong Teasdale, Rachel was in private practice at another area firm. Prior to earning her legal degree, Rachel spent seven years as a financial adviser and trust/estate administrator.
