Armstrong Teasdale, a law firm with offices across the United States, proudly announces that Partners Richard Scheff, Jonathan Boughrum, Katharine Ladd and Carrie Sarhangi Love, along with Associates David Herman, Bianca Valcarce and Michael Witsch have joined the firm in Philadelphia, Pennsylvania. The Philadelphia office officially opened earlier in the week, further strengthening the firm’s national litigation reputation.

Scheff is partner and leader – eastern U.S. and is responsible for executing the strategic growth and vision of the firm on the east coast in addition to managing an active legal practice. Prior to joining the firm, Scheff was a partner at a mid-Atlantic law firm, for which he served as executive chairman, chairman, vice-chairman and head of the litigation department. Throughout his career, Scheff has appeared in and handled numerous high-stakes matters in courts across the country. Before entering private practice, he had a distinguished career as chief of the Corruption/Labor Section of the U.S. Attorney’s office for the Eastern District of Pennsylvania. Scheff was also designated as assistant secretary of the Treasury for Enforcement by President Clinton and served as a consultant in that role with authority over several government agencies.

Boughrum has more than 15 years of experience handling complex business litigation, including product liability defense, and government investigations. He regularly represents both companies and individuals in a wide variety of litigation matters, and is particularly knowledgeable in pharmaceuticals and medical devices, financial services, industrial equipment, and residential and commercial construction. Jonathan has trial and appellate experience at the state and federal levels.

Ladd focuses primarily on complex commercial litigation, white collar criminal defense and internal investigations. She has represented both large corporations and senior-level executives in federal and state court proceedings, as well as handled international criminal and regulatory matters. Her past experience includes the representation of several Swiss financial institutions in connection with the Department of Justice’s (DOJ) Offshore Compliance Initiative and investigation into the corruption of Fédération Internationale de Football Association (FIFA) officials.

Love focuses on complex commercial litigation, white collar criminal defense and government investigations. She represents clients in varied industries, including pharmaceutical, financial services and higher education, and has defended both corporate and individual clients in criminal, civil and regulatory matters. Love has extensive experience in matters regarding Food and Drug Administration and Securities Exchange Commission enforcement actions, as well as state and federal grand jury investigations and prosecutions involving anti-bribery and bid-rigging laws, anti-kickback statutes, False Claims Act violations, the Federal Food, Drug, and Cosmetic Act, and other federal offenses. She is also fluent in Farsi.

Herman assists clients in navigating all aspects of complex commercial litigation, financial services litigation and government investigations. His experience extends across a number of key areas including financial services litigation—including support of fintech companies and executives—consumer arbitrations, and privacy and data security.  He has achieved numerous defense verdicts in consumer arbitrations and advises clients on best practices relating to contractual arbitration clauses in consumer agreements. In addition, he has experience handling appeals in state and federal court for clients across the country.

Valcarce has extensive experience conducting legal research and drafting memoranda, petitions and motions in civil and criminal proceedings. With a focus on serving clients in the pharmaceutical and health care industries, Valcarce is working toward a Master’s degree in bioethics. Her deep understanding of the technical, medical and biosciences terminology enables her to provide stronger protections for her clients in court. In addition, Valcarce is fluent in Italian having studied abroad there, and is highly proficient in Spanish. Her experience overseas provides her with a global perspective that aids her in assisting clients who do business internationally.

Witsch focuses primarily on complex commercial litigation, government investigations and white collar criminal defense. He has extensive experience at both the trial and appellate levels representing individuals and corporate entities. Witsch also has experience briefing and arguing a number of complex matters on behalf of his clients.
