Biography
Joseph O’Connell is a member of Armstrong Teasdale’s Corporate Services practice group helping clients navigate evolving regulatory environment relating to import and export controls. He advises on matters relating to foreign direct investment, trade remedies, cross-border transactions, export controls and sanctions, and global compliance.
With a background in export controls and sanctions, he is experienced in performing jurisdiction and classification analysis for companies, providing counsel on Export Administration Regulations (EAR) and International Traffic in Arms (ITAR) regulations and violations, advising entities operating in the emerging technologies space (e.g., semiconductor and artificial intelligence (AI) matters), conducting technology control and export authorization analysis, and performing transaction testing and export license review, among other matters. Joe routinely assists in the development of sanctions screening efforts, both from an international investment and third-party due diligence perspective, Technology Control Plan (TCP) revisions, and the creation of export policies and procedures.
Joe also advises clients operating in diverse industries on tariff mitigation efforts and International Commercial Terms (Incoterms) selection for shipping and commercial contracts, as well as preparing duty drawback analysis to help allay the financial impact of shifting trade requirements.
Additionally, Joe has experience in the government contracting and financial services spaces, advising a diverse array of clients in abiding by the Inflation Reduction Act (IRA), Davis-Bacon Act (DBA), and the 2022 CHIPS and Science Act, as well as assisting private financial services and banking entities in general compliance matters and FDIC and OCC standards.

Background
Prior to joining Armstrong Teasdale, Joseph was an associate at PricewaterhouseCoopers (PwC). Joe was a member of PwC’s Export Controls and Sanctions Team and regularly assisted the Government Awards and Customs & International Trade Teams.
