Armstrong Teasdale, a law firm with offices across the United States and in China, is proud to announce that new leaders have been selected to oversee two of the firm’s core legal areas. Robert D. Klahr is taking the helm of the Financial and Real Estate Services practice group, and Matthew J. Reh is heading the Litigation practice group. Both new appointees are based in the firm’s St. Louis office. 

In their new roles, they will act as directors below the firm’s managing partner, and will work directly with members of their respective strategic areas to help strengthen planning, execution, and operational practices. 

Litigation, the firm’s largest practice group, has more than 100 members and showcases the firm’s abilities across a wide range of subject matters including technology, employment and labor, real estate and products liability. Financial and Real Estate Services, which has more than 30 members, combines the deep experience and skill of attorneys from areas including banking, public finance and financial restructuring, bankruptcy and reorganization, development, construction, land use and real estate brokerage.

Robert D. Klahr 

Serving as the co-chair of Financial and Real Estate Services’ public finance subgroup for the past several years, Klahr concentrates his practice in the areas of public-private real estate development and municipal finance. He represents municipalities, private real estate developers, bankers and underwriters in projects using tax increment financing, transportation development districts (TDD), community improvement districts (CID), neighborhood improvement districts (NID), and Chapter 100 industrial revenue and BUILD Missouri revenue bonds. 

Klahr’s experience includes creating Missouri’s largest TDD, which financed the local share of a $130 million project to upgrade U.S. Highway 36/Interstate 72 to a four-lane expressway across northeast Missouri from Hannibal to Macon. In another recent example of his work, Klahr represented Opus Development in connection with obtaining land use approvals and public incentives, and as local counsel in connection with the development of a $41 million mid-rise apartment building with street level retail in Clayton, Missouri. 

Named to The Best Lawyers in America® for Municipal Law in 2015, Klahr was also listed in Chambers USA, America's Leading Lawyers in Business for Real Estate (2014). He is also a member of the firm’s Strategic Planning Committee. 

Klahr received his. J.D. from Washington University School of Law; B.S. in economics, cum laude, University of Pennsylvania, Wharton School of Business; and B.A., cum laude, University of Pennsylvania. He is admitted to practice in Missouri, New Jersey and Minnesota. 

Matthew J. Reh

Representing banks, developers, pipeline companies and a wide range of governmental entities, Reh regularly manages real estate litigation and condemnation matters. His work most frequently includes using eminent domain for community redevelopment projects, public infrastructure and utilities, but also extends to annexation, contract, easement, lease, and zoning disputes for commercial and residential property owners. In addition, Reh invests a significant amount of his time to providing legal services to charitable organizations and individuals on a pro bono basis. 

He handles tort matters and regularly defends claims for products liability for clients who manufacture food materials, home appliances, industrial products, law enforcement devices and recreational equipment. Reh also represents municipalities around the region and works as the City Attorney for the City of Lake Saint Louis, Missouri. 

Reh was honored as an “Up and Coming Lawyer” in 2009 by Missouri Lawyers Weekly, a recognition conferred on attorneys under 40 who make a difference in the quality of justice and who exemplify the highest ideals of the legal profession. He is also chair of the firm’s Hiring Committee and serves as a member of the Compensation and Diversity Committees. 

Reh earned his J.D. from Saint Louis University School of Law and B.A. from the University of Notre Dame. He is admitted to practice in Missouri and Illinois.
