The fourth annual "Midwest Energy and Climate Policy Conference," June 8-10, 2010, will be hosted at the world famous Missouri Botanical Garden and Union Station's Marriott Hotel in St. Louis, Missouri. This event will bring in experts from across the region and country to discuss federal and state energy priorities, proposed legislative and regulatory actions, emerging national security issues, corporate response to carbon management, the future of coal, natural gas, and nuclear power, private sustainability initiatives, the prospect and analysis of new "green" projects and jobs, and the outlook for alternative energy research and initiatives.

This important event is sponsored by the Regulatory Environmental Group for Missouri (REGFORM), the Missouri Botanical Garden, the Missouri Energy Initiative (MEI), the Illinois Chamber of Commerce, and the St. Louis Regional Chamber & Growth Association.

The State of Energy and Climate Policy - A Review of the Past Year

A quick overview of the state of energy and climate policy since our last gathering. Many predicted quick and decisive action in 2009 on federal legislation, regulatory implementation, and increased international cooperation at Copenhagen. Instead, the economic downturn took center stage, congress became embroiled in a health care debate, political lines hardened, skepticism mounted, and Copenhagen produced only a non-binding "acknowledgment." Yet there remain strong areas of agreement that may yet be forged into workable national, regional and state energy policies.

A. St. Louis RCGA Climate Prosperity Project
The St. Louis Regional Chamber and Growth Association is in year two of its Climate Prosperity Project aimed at moving region to a greenbelt economy, home to a growing cluster of green businesses, a thriving clean-tech research hub and a robust green talent pool. Initiatives in the Project include the St. Louis Green Business Challenge, a Green Economy Profile, and a Green Talent Strategy.

B. Kansas City's Green Impact Zone
This is an innovative, national model for transforming distressed urban neighborhoods into a sustainable community. Using federal stimulus funding, leveraged with other public/private resources, the approach creates broad, deep partnerships with neighborhood associations, local government, utilities, and other key community stakeholders to make strategic investments in energy efficiency, transportation, public safety, and infrastructure in a 150 square block area of inner-city neighborhoods in Kansas City. In addition to low-income home weatherization funding and a $48 million Smart Grid project by KCPL, the Green Impact Zone was recently awarded $27 million in TIGER (Transportation Investment Generating Economic Recovery) grant funding from the U.S. Department of Transportation.

There have been a number of major developments in solar energy, including technology improvements, decreased costs and extended federal and state incentives. The new 10 MW plant in Chicago is the largest urban solar project in the country. Mr. Lopata and Mr. Learner will take a fresh look at how solar energy may be accelerating in the Midwest.
